Spain: Changes in the regulations governing the classification of carcasses in slaughterhouses

With the publication of Royal Decree 88/2025, Royal Decree 814/2018, on the classification of pig carcasses, and Royal Decree 815/2018, on the classification of cattle and sheep carcasses, have been modified.

 

In the case of pork, the change in Royal Decree 814/2018 affects its article 12 on the sanctioning regime regarding the classification, weighing and marking of carcasses, now based on: that established in Royal Decree 1945/1983, of June 22, which regulates infractions and sanctions in matters of consumer protection and agri-food production; in article 47.g) of the consolidated text of the General Law for the Defense of Consumers and Users and other complementary laws, approved by Royal Legislative Decree 1/2007, of November 16, as well as in the first additional provision of Law 28/2015, of July 30, for the defense of food quality, as regards the amount of sanctions and accessory sanctions, except in the autonomous communities that have a specific sanctioning regime, in which said regime will be applied.

The changes in Royal Decree 815/2018 refer, first of all, to the polishing of the carcasses and the areas where it can be carried out (section d) of article 2 and section 3 of article 4). Reference is also made to the marking of the carcasses in the case of working with cutting rooms attached to the slaughterhouse.

Another aspect that it regulates is the work of automated classification systems, the controls and verifications to be carried out in these systems as well as the sanctioning regime.

Annex I concerning the authorised presentations for all beef carcasses, regardless of age, has also been reworded.

Another of the Annexes that has been rewritten is Annex VIII relating to the Report on classification controls for the purposes of complying with the reporting obligations to the European Commission.
